objectively speaking, a large number of plastic products have been exported, which has not only earned a large amount of foreign exchange for the country, but also solved the employment problem of millions of people, and contributed to the economic development of the Pearl River Delta and Yangtze River Delta. So, why should the state turn on the red light frequently for the export of plastic products

first, to alleviate the contradiction between supply and demand of plastic raw materials. The production of plastic raw materials in China has been insufficient, and the degree of dependence on foreign countries is generally high. In recent years, with the completion and operation of several major ethylene projects and the rapid growth of PVC production capacity by calcium carbide process, the self-sufficiency rate of plastic raw materials has increased, but the current external dependence is still more than 43%. While a large number of plastic raw materials are imported, a large number of plastic products are exported every year, and the products exported are mainly products with low added value and low technical content. In 2006, the total import volume of China's five major synthetic resins reached 13.387 million tons, and the export volume of plastic products reached 13.5302 million tons in that year. A large number of plastic products are exported, which intensifies the contradiction between supply and demand of domestic plastic raw materials. In the case of high external dependence, it is very easy to cause market fluctuations. Statistics show that since 2002, the price of international plastic raw materials has fluctuated by about 80%, and the price of domestic plastic raw materials has fluctuated by more than 120%. The sharp fluctuation and rise in the price of plastic raw materials has increased the cost and profits of plastic processing enterprises, and increased the operational risk, which is very detrimental to the healthy development of the whole industry

Since 2001, the average annual growth rate of China's plastic products exports has exceeded 13%, the average annual growth rate of exports has exceeded 25%, and the trade surplus has been expanding. However, the huge export of PP accounts for 17%[3] and the trade surplus can not hide the fact that we win by quantity and export mainly low-end, low-tech and low value-added products. Take the export of plastic products from Guangdong Province in 2006 as an example. In that year, the average price of plastic products exported from Guangdong Province was $1546/ton, a year-on-year increase of 14.5%. In the same period, the price of plastic raw materials increased by more than 30% year-on-year. Winning by quantity and exporting have also subverted the industrial development model. China and Mongolia are low value-added products of the comprehensive strategic partnership. The direct consequence is that while we provide high-quality and low-cost plastic products for the international market, we are frequently subject to anti-dumping measures. On april8,2005, the South African International Trade Administration Commission launched an anti-dumping investigation on PS and some products originating from China, India and other countries; From August 30, 2006, the European Commission will implement anti-dumping measures against plastic bags originating in China and Thailand for a period of five years; On july19,2007, the U.S. Department of Commerce issued a notice, deciding to carry out anti-dumping investigation and countervailing investigation on composite woven bags originating in China. If we do not change the growth mode of foreign trade and optimize the structure of export products, I am afraid that we will encounter more and more trade frictions, the profits of export enterprises will be thinner and thinner, and the development space will be smaller and smaller

the third is to narrow the gap between the East and the West. Compared with general trade, processing trade enjoys certain tax preference. Relying on its unique geographical advantages, the eastern region has witnessed an exceptionally rapid development of processing trade in recent years, which has driven the rapid development of the local economy. However, the environment and resource capacity in the eastern region are nearly saturated, and the competition among enterprises is very fierce. However, the processing trade in the central and western regions lags behind, with large capacity of environmental resources and large market demand, so there is great room for development. By guiding the eastern enterprises to transfer to the central and western regions through policies, we can not only reduce the pressure on the environment and resources in the eastern region, but also promote the development of the central and western regions and narrow the gap between the East and the West
