(II) leasing of accident plants

in the first half of 2017, Zhang Heng, Li Jixing and Wu tingsheng, from Guangping County, Handan City, Hebei Province, planned to rent plants in Zaozhuang City, and agreed with Zhang Lei, the legal representative and general manager of Hongjin trading company, to handle the leasing of plants in the name of their company. On January 8, 2018, Hongjin trading company signed a lease agreement with Ganlin Industrial Company to lease the equipment warehouse of the former supply Academy of the company in the name of warehousing. The lease period is from February 1, 2018 to January 31, 2019, and the lease fee is 50000 yuan. The leased warehouse was actually invested and used by Zhang Heng, Li Jixing and Wu tingsheng, and it was agreed to pay Zhang Lei 5000 yuan per month after the lease. (III) origin of accident equipment and illegal construction

the main equipment at the accident site includes carbon steel tanks, plastic tanks, enamel tanks and various connecting pipelines. There are 28 cans in total, most of which are transported from Jiaxiang County, Jining City, and some are purchased in Liangshan County, Jining City

from 2016 to the beginning of 2017, liuzhiping, Zhang Heng and others from Guangping County, Handan City, Hebei Province rented the idle workshop of Dongsheng automobile repair factory in Jiaxiang County, Jining, purchased equipment and built production lines to illegally produce dinitrophenol (a dangerous chemical prone to explosion). During this period, about tons of dinitrophenol were produced. On February 23rd, 2017, the production site was reported by the public for environmental protection problems. The Environmental Protection Bureau of Jining economic development zone management committee investigated the production site of the company, transferred Liu Zhiping to Jiaxiang County Public Security Bureau on suspicion of environmental pollution, and required the removal of production equipment and tanks. Later, Liu Zhiping was sentenced to one year in prison for the crime of polluting the environment. After Liu Zhiping was investigated, Zhang Heng and others sold the dinitrophenol that had been produced, and the raw materials were returned. As the Environmental Protection Bureau of the Management Committee of Jining Economic Development Zone required the removal of production equipment, Zhang Heng, Liu Zhenxiao and others organized the removal of production equipment and tanks, and transferred them to another rental site in Jiaxiang County for storage. Later, Zhang Heng, Li Jixing and Wu tingsheng agreed that Zhang Heng provided equipment (equipment and tanks used in previous production) and technology, accounting for 60% of the shares. Li Jixing and Wu tingsheng contributed, accounting for 30% and 10% of the shares respectively, and jointly invested in the production of paint raw materials (dinitrophenol). In mid January 2018, Zhang Heng, Liu Zhenxiao, Li Jixing, Wu tingsheng and others transported these tanks and equipment stored in Jiaxiang County to the warehouse leased by Ganlin Industrial Company, and successively purchased waste tanks in the second-hand market of Liangshan County, Jining City for many times and operated them into the warehouse; Subsequently, tanks and pipes were successively installed and welded in the warehouse.
