the main fan stops air in the following cases:

1. The main fan of the mine stops air in a planned way due to maintenance, power failure or other circumstances

2. The main fan of the mine is shut down due to power failure, and the ventilation system is damaged due to sudden accidents (gas, coal dust, fire and other accidents) underground (the time is uncertain)

in order to prevent underground gas accumulation, gas and coal dust explosion, personnel suffocation and other accidents, the following safety measures are specially formulated during the air stop of the main fan

I. operation method and safety technical measures for planned air stop of mine main fan due to maintenance, power failure or other circumstances

(I) operation method and safety measures for power supply system power failure

1. Before power failure

⑴. Before power failure of ground substation, contact the mine dispatching room and inform the dispatching room of the estimated power failure time. The operation can be started only with the consent of the dispatching room

⑵ before power failure, carefully check the operation power supply of all electrical equipment to ensure normal operation during power transmission

⑶ before power failure, the underground water pump room pumped water in advance to ensure that if only the vanadium pentoxide increase of 100000 yuan/ton in July was used to calculate the normal water volume in the water storage after power failure

2. In case of power failure

⑴ when the 35kv/11kv main transformer is stopped, all loads of the whole mine must be stopped by the personnel on duty in the substation of the electromechanical department before operation

⑵ strictly implement the work ticket system in case of power failure

(II) operation method and safety measures for power transmission of power supply system

1. Before power transmission

⑴. It is necessary to contact the dispatcher and notify the mine dispatching room. After consent, power transmission shall be carried out normally according to the requirements of the procedures

2. After power transmission

⑴ after power transmission, check whether the instrument is normal and whether the equipment has abnormal sound. If there is any abnormality, immediately report it to the company's dispatcher and relevant leaders

(III) precautions for safe operation of power off and transmission

⑴ the operation must be carried out by two people, one must operate and one must supervise

⑵ wear insulating appliances during operation

⑶ special personnel must be assigned to take charge of all work

⑷. All work must strictly comply with the relevant requirements of the safety technical operation regulations and the coal mine safety regulations

5. When each department needs to carry out maintenance work, it must prepare work organization and safety technical measures, and put them on record in the electromechanical section and the mine dispatching room. After the completion of various maintenance work, it must be reported to the mine dispatching room before normal power transmission

1. Before the air shutdown,

⑴ before the air shutdown, the dispatching room must notify all units of the mine of the reasons for the main fan to shut down and the estimated time to resume power transmission, and all units shall make various preparations before the main fan to shut down the air

⑵ do a good job in opening the explosion-proof door of the air shaft, and the mechanical and electrical department shall organize the personnel and equipment

⑶ according to the estimated time of air stoping, the dispatcher on duty shall notify the staff at 1003 (existing mining face), 1005 (existing excavation head), (excavation in April2010) excavation head and other operation sites to stop working immediately and withdraw to the air intake roadway, and the chief on duty staff of the mine shall decide whether to lift the shaft

⑷ the dispatcher on duty shall immediately notify the personnel on duty of the underground central substation to cut off all underground power supply immediately. Specifically: power supply for 1003 coal face, 1005, heading face and other places, including power supply for special ventilation line, belt and winch power supply on all transportation lines, etc

⑷ after all underground workers are hoisted, the on duty attendants and security inspectors shall count the number of hoisted workers and check whether all underground workers are withdrawn. Ensure that all personnel underground are evacuated

2. After the air is stopped

⑴ the driver of the main fan of the mechanical and electrical department and relevant personnel shall open the explosion-proof door of the air shaft or the four channel air valve for natural ventilation

3. Main fan air supply

⑴ after the ground substation returns to normal operation, the dispatcher must first notify the gas inspector to check the gas concentration in the main fan tunnel and air shaft, and check the gas concentration at each location of the monitoring system. After confirming that the gas concentration is below 1%, notify the staff of the main ventilator room to close the explosion-proof door of the air shaft and the air door of the pedestrian passage, The dispatcher ordered the main ventilator driver to restore the normal ventilation of the main ventilator

4. Restore local fan power transmission in the underground:

⑴ after the main ventilator restores ventilation for 10 ~ 30min (depending on the actual time of air shutdown), the dispatcher informs the gas inspector on duty and the electrician of the underground central substation to go down the shaft. The electrician is on standby at the underground central substation. It is strictly prohibited to carry out load power transmission without orders. The gas inspector arrives first:

1005 The heading face shall check the gas concentration within 10m of the local ventilator and switch, and report to the dispatching room after confirming that the gas concentration is below 0.5%, and the dispatcher shall order to send the special power supply for the local ventilator

5. Restore air supply by local ventilator:

① after the gas inspector inspects the gas concentration in the roadway and confirms that the gas concentration in the excavation head is not more than 1%, or the carbon dioxide concentration is not more than 1.5%, and the gas concentration in the air flow within 10 meters near the local ventilator and its switch location is not more than 0.5%, the gas inspector can start the local ventilator to restore normal ventilation

② if the gas concentration at the excavation head exceeds 1%, or the carbon dioxide concentration exceeds 1.5%, and the maximum gas concentration and carbon dioxide concentration do not exceed 3%, measures must be developed. Under the command of the chief engineer of the mine, the relevant leaders of the ventilation section and the gas inspector shall discharge the gas according to the site conditions:

a. before discharging the gas, a warning must be set at the intersection of the roadway where the gas flow passes, and irrelevant personnel are not allowed to enter, And cut off all the power supply at the place where the discharged gas flow passes

b. to eliminate the gas accumulated in the roadway, the gas concentration must be checked first. When the gas concentration in the local ventilator and the air flow within 10 meters near the switch location is not more than 0.5%, the local ventilator can be manually started to send limited air volume to eliminate the harmful gas in the roadway, The gas concentration of the air flow excluded from the air stop area (single head Lane) at the air flow mixing place with full air pressure shall not exceed 1% or the carbon dioxide concentration shall not exceed 1.5%

c. when gas is discharged, it is forbidden to generate circulating air through local ventilation

d. after the gas is discharged, it is verified through inspection that the gas concentration in the air flow of the whole single head lane is not more than 1%, the oxygen concentration is not less than 20% and the carbon dioxide concentration is not more than 1.5%. After it is stable for 30 minutes, the gas concentration does not change, and then the normal ventilation of the local ventilator can be restored

e. for the power transmission of electrical equipment, the excavation electrician must check the electrical equipment at the excavation head. After it is confirmed that it is in good condition, the power supply of all electrical equipment in the air supply tunnel of local ventilator can be restored manually

③ if the gas concentration or carbon dioxide concentration in the excavation head exceeds 3%, the ventilation Department must be responsible for formulating special measures to remove gas and carbon dioxide. Under the command of the mine manager, the gas and carbon dioxide must be discharged according to the approved safety technical measures, and after the gas concentration inspection, it is confirmed that the gas concentration in the ventilation restored roadway air flow is not more than 1% and the carbon dioxide concentration is not more than 1.5%, the power supply of all electrical equipment in the roadway supplied by the local ventilator can be restored manually

6. Power transmission is restored at the mining face and other places

when power supply is restored at the mining face, the full-time gas inspector of the mining face shall first check the gas concentration at the working face, the lower corner of the mining face, the air inlet roadway, the air return roadway and the general air return roadway of the mining face, and confirm that the gas concentration in the air inlet and return flow of the whole mining face is not more than 1%, the oxygen concentration is not less than 20% and the carbon dioxide concentration is not more than 1.5%, and when the gas concentration does not change after 30 minutes of stabilization, Only after the electrical equipment of the mining face is checked by the electrician of the mining face and confirmed to be in good condition, the power supply of all electrical equipment in the air supply roadway can be restored manually

(4) gas concentration and oxygen concentration must also be checked at places such as track downhill and belt downhill. After confirming that there is no danger, the belt and other equipment can be powered

(5) power transmission at mining face and other places must be carried out under the unified command of the dispatching room, and power transmission is not allowed without the permission of the dispatching room

(6) after the underground work is resumed, the gas concentration must be checked in the roadway 20 meters near the place where the electrical equipment is installed. When the gas concentration is not more than 1% or the carbon dioxide concentration is not more than 1.5%, the electrical equipment can be started

II. The main fan of the mine is shut down due to power failure or the ventilation system is damaged due to sudden accidents (gas, coal dust, fire and other accidents) underground (the time is uncertain)

(I) operation methods and emergency safety measures after the main fan is shut down (after the air is shut down)

1. The driver of the main fan and the personnel who find the air is shut down shall report to the control room, electromechanical section and ventilation section in time

2. The dispatcher on duty shall immediately order the staff of 1003 coal face with low noise and stable operation in the experimental process, 1005, heading face and other operation sites to stop working immediately and withdraw to the air inlet roadway. The chief on duty staff of the mine shall decide whether to lift the shaft

3. The dispatcher on duty shall immediately notify the personnel on duty of the underground central substation to immediately cut off all underground power supplies, including the power supply of the special ventilation line, the power supply of the belt and winch on all transportation lines, etc

4. The dispatching room shall contact the ground substation in time to determine the cause of power failure. If the power supply system fails, it must contact in time to restore the power supply

5. If the air stop time does not exceed 10min, the dispatching room shall timely order the ground substation to transmit the power supply to the fan room, and notify the fan driver to start the main fan to restore normal ventilation

6. In the above cases, it is not necessary to open the explosion-proof door of the air shaft or the three channel air valve for natural ventilation because the time for power supply of the standby circuit and ventilation restoration of the main fan is short. It is not necessary for underground personnel to withdraw and lift the well. However, the operators in the tunnel with excavation head or local fan air supply must retreat to the tunnel with full negative pressure ventilation, and it is strictly prohibited to stay in the single head tunnel

7. If the air stop time is expected to be long (more than 10min), the dispatching room must timely order the fan driver to immediately open the explosion-proof door or four air doors of the air shaft, and use the natural air pressure for ventilation. All underground personnel must rise the shaft

(II). Operation method and safety measures for power transmission of power supply system after air shutdown

1. Before power transmission

⑴. It is necessary to contact the mine dispatching room, and normal power transmission shall be carried out according to the requirements of the procedures after consent

2. After power transmission

⑴ after power transmission, check whether the instrument is normal and whether the equipment has abnormal sound. If there is any abnormality, immediately report it to the company's dispatcher and relevant leaders
